Funds approved, but no sign of projects

MBPJ had allocated a whopping RM56 million for development projects for last year, but till now, nothing has come out of it.

PETALING JAYA: Mystery still surrounds the development projects which were to be carried out by the Petaling Jaya City Council (MBPJ) under its 2010 budget.

In 2009, MBPJ had allocated about RM260 million for last year’s administrative and development works.

It is learnt that the funds were disbursed for projects in numerous areas worth some RM56 million.

The money was channelled directly to contractors, with council members acting as coordinators to ensure that the latter could monitor the projects.

According to a chart released by MBPJ, councillor and PKR lawyer Latheefa Koya’s zones, Section 1, 1A, 3, 4 and 18, received the most funds at RM5.4 million.

This was followed by council members Anthony Siva Balan (RM4.9million), R Selvarajan (RM 4.4 million), and Richard Yeoh Yong Woi (RM3.99 million).

A check by FMT revealed that no development projects had taken place in most of the zones.

Contacted later, a former council member said the money was instead used for infrastructure-related works such as drainage, road works, community halls and so forth.

He added that most of Petaling Jaya residents had no knowledge about the distribution of the funds.

“Usually the council members will monitor the projects. But, at the same time, the contractor also is determined by the council members,” he told FMT on condition of anonymity.

He added that every council member would propose the required allocation for his or her respective area, and a special meeting would decide whether to approve the sum.

“I am shocked why MBPJ did not carry out any projects; by right it should have used the funds in 2010 and not now,” he said.

Meanwhile, a local resident, who wished to be known only as Rahman, told FMT that he was not aware of any such allocations.

The businessman said MBPJ had not commenced projects in his Section 1 area, which fell under Latheefa’s jurisdiction.

Despite numerous attempts, MBPJ could not be reached for comment.
