Pakatan to await MB change before solving water, Kidex deals

Pakatan Rakyat (PR) has yet to find solutions to a controversial state water restructuring deal and the Kinrara-Damansara Expressway (Kidex), despite both issues being among the reasons it wanted Tan Sri Abdul Khalid Ibrahim removed as the state menteri besar (MB).
Khalid had written to the sultan of Selangor on the latest developments since he lost the confidence of most assemblymen, but remains the menteri besar until the state ruler returns from his holidays next week.
“No decisions. We don’t even know what the (water) agreements signed say,” Selangor DAP chairman Tony Pua told The Malaysian Insider in a text message.
The restructuring of the Selangor water industry was finalised on August 1, after the heads of agreement (HoA) was signed between the state and Putrajaya.
Energy, Green Technology and Water Minister Datuk Seri Maximus Ongkili and Khalid signed the agreement, which details the construction of the long-opposed Langat 2 Water Treatment Plant as well as the restructuring exercise that was included in the memorandum of understanding (MoU) signed on February 26.
PKR sacked Khalid on August 9 for defying the PR presidential council’s directive to postpone the discussions on the Langat 2 project and involve the Selangor Water Restructuring Committee in reorganising water utility in the state.
He was also expelled for refusing to step down as menteri besar and flouting the presidential council's orders to postpone the pay rise for the Selangor speaker, menteri besar, executive council and assemblymen.‎
PKR's disciplinary committee said Khalid had also failed to satisfactorily explain the out-of-court settlement of his debt with Bank Islam worth almost RM67million.
It added that his determination to continue with the Kidex highway was in defiance of party orders to re-evaluate the project, as it went against PR's manifesto presented before the 13th general election.

“We will tell her that one of Pakatan’s commitment is that Kidex will be reviewed. We will remind her that one of the reasons why Khalid was removed was because the highway was not in accordance with the manifesto.”
Sugumaran said the SNTK committee would also request that Dr Wan Azizah not allow for the land acquisition gazette for the highway to be renewed, as this would allow the state to compulsorily acquire land for the federal project.
“Khalid already promised not to renew the gazette, which expired last month. So we hope that she stands by Khalid’s decision and also not renew it.”
He said that as long as Selangor did not approve the land to highway developer Kidex Sdn Bhd, the project could not go on.
Sugumaran added that the group were now going through the documents related to the projects, having received it from Works Minister Fadillah Yusof last week.
“Our next move is to study it in detail, then we will give him a report on our problems with Kidex. We are also working with the human rights commission, engaged with the land office, and the department of environment,” he said.
Kidex Sdn Bhd claimed the highway would reduce congestion on local PJ roads by offering an alternative for commuters travelling from Kinrara in the southern part of the Klang Valley to Bandar Utama in the north.
But Petaling Jaya residents are opposing the highway as they claim it will worsen already clogged roads, risk the safety of schoolchildren and pollute neighbourhoods.
If approved, the elevated Kidex would cut through more than 3,700 parcels of land, including homes, factories, shops, malls and schools.
The Selangor government had said it had no choice but to give approval in principle for the project.
Khalid had said the state could not simply reject federal government projects and that it would study them to determine if they were for the public good.
