Selangor says no basis for Khalid’s ‘golden handshake’ to staff

The 11-page report, distributed at the state assembly sitting today, stated that the compensation to Khalid's eight members of staff, who also quit when he stepped down three months ago, were in violation of the terms and conditions of their employment letters.
Khalid's successor Mohamed Azmin Ali had raised concern last month over possible elements of wrongdoing in the matter and asked state-owned Menteri Besar Incorporated (MBI) to look into the matter.
It also revealed that the calculation of the payments made were also inaccurate.

"Approvals for the payments were also not forwarded to the MBI's Board of Directors for consideration and final approval," the report said, adding that all board members did not give their consent for the payments to be made to the staff.
"The board of directors, except for Khalid (then MBI chairman), did not at any time after August 25, give their final approval for the implementation, as decided by the MBI chairman on September 22," the report stated.
From the report, former MBI chief executive officer Faekah Husin was paid the highest – RM581,400 in compensation and RM114,000 in lieu of three months notice.
The report said that the payments to Faekah, who is also Khalid's former political secretary, was not done transparently as she had only served the corporation for more than 12 months instead of 51 months used in earlier calculation.
"The review found that Faekah only took office as CEO on 1 September 2013.
"Before that she was a political aide to the menteri besar since July 2010 and her salary was paid by the state government. Her tenure with MBI is only about 12 months, not 51 months and 23 days as calculated previously," the report stated.
It said after the adjustment, Faekah should have received RM136,800 in compensation.
Payment to Khalid's political secretary, Mustapha Mohd Talib, according to the report, also was not done accordingly based on the duration he had served MBI. Mustapha was reportedly said to have received RM265,000 in compensation.
The report said the compensation should have been calculated based on 53 months and 23 days tenure instead of 78 months used.
Meanwhile, State Speaker Hannah Yeoh said there was a possibility that the report might be brought to the Select Committee on Competency, Accountability and Transparency (Selcat) for further discussion.
"The report provided to the public today is comprehensive," Hannah said at the lobby of the state assembly's office in Shah Alam today.
PKR sacked Khalid in August after he failed to attend a disciplinary committee hearing over allegations concerning the Selangor water-restructuring exercise, his debt settlement with Bank Islam and the proposed Kinrara-Damansara Expressway (Kidex).
All these came amid a tussle for the Selangor menteri's besar position that started early this year, with the PKR leadership wanting him to step down to make way for PKR president Datuk Seri Dr Wan Azizah Wan Ismail.
The Selangor MB saga ended when Azmin, the PKR deputy president, was appointed the new menteri besar in September.
