KUALA LUMPUR - The United Pasokmomogun Kadazandusun Murut Organisation (Upko) today urged the authorities to validate each and every identity card issued in Sabah to weed out dubious citizens from the records, arguing that it is not solely the state’s responsibility to deal with the long-standing issue of illegal immigration.
Its acting president Datuk Madius Tangau said it was improper to make Sabahans vote on a referendum to decide whether or not certain people in the state could be made citizens as there are clear legal guidelines as to how citizenship is granted.
“Rather, the onus is on each and every person who (is) currently in possession of (an) IC to prove that they are bona fide Malaysian citizens.
“That is why Upko’s recommendation is for the government to recall all ICs and thereafter to reissue once verified. Yes this may take time, several years may be, but it is doable. We have changed or upgrade our ICs several times before,” Madius said in a statement.
The Tuaran MP said his party disagrees with a recent statement by Home Minister Datuk Seri Ahmad Zahid Hamidi, who claimed that there are no longer any cartels selling ICs, claiming they have proof that the documents — typically used as proof of citizenship — are still up for sale.
Madius also took exception to a suggestion by Kota Belud MP and Urban Well-being, Housing and Local Government Minister Datuk Abdul Rahman Dahlan that Sabahans decide for themselves whether to accept illegal immigrants who have been living in Sabah for decades as citizens.
Madius said the federal constitution is clear on the process for a foreigner to apply for citizenship, “thus we cannot but enforce the law, and if need be, we enhance it by involving more stakeholders in the screening process”.
“Having read some of the testimonies of the witnesses in the RCI report, obviously there is also a need for institutions such as the NRD, the National Security Council and the Immigration Department to earn the confidence of the people by allowing local natives to helm such institutions,” he said.
On Wednesday, it was announced that a permanent secretariat to address issues related to foreigners in Sabah will be set up in line with the recommendations of the Royal Commission of Inquiry on Sabah’s long-standing illegal immigrant issue.
The secretariat will be jointly-chaired by Sabah Chief Minister Datuk Seri Musa Aman and Zahid, and will be supported by a management committee helmed by the state’s Deputy Chief Minister Tan Sri Joseph Pairin Kitingan.
During the RCI’s proceedings, which started in January last year, testimonies from Filipinos and other immigrants revealed how they received their blue identification cards or the MyKad — which is proof of citizenship — in just a few years after arriving in Sabah and how they had also voted in elections.
The Commission headed by Tan Sri Steve Shim Lip Kiong, who is also former Chief Judge of Sabah and Sarawak, was set up on September 21, 2012.
It had called 211 witnesses, including former prime minister Tun Dr Mahathir Mohamad and opposition leader Datuk Seri Anwar Ibrahim, before closing the case on September 20 last year. -Malay Mail
