Shahidan clears the air about his Parliament portfolio

Minister in charge of Parliament claims Speaker always had independence in line with the doctrine of separation of powers.

KUALA LUMPUR: Minister in the Prime Minister’s Department in charge of Parliament, Shahidan Kassim today responded to recent calls for the removal of his portfolio altogether via Parliamentary reforms, saying that the Speaker’s authority and role had remained independent of the executive powers all along.
In a brief media statement today, Shahidan said, “There was no interference from any parties or myself.
“As a minister, I’m only responsible to put forth government proposals to be debated in the Dewan.”
Shahidan explained that all administrative functions were performed by the Parliament Chief Administrator.
He also said that since Parliament was an important institution that controlled and formed the Federal government, the prime minister was particularly attentive to its operations and had appointed him to oversee things.
Shahidan said, “And thus, the Prime Minister decided to appoint a minister with this specific portfolio to just monitor the operations of the Parliament.
“The minister’s portfolio does not involve (and does) not interfere with the authorities of the Speaker (Pandikar Amin Mulia) in carrying out his duties.”
Last Saturday, former Prime Minister Mahathir Mohamad revealed that Pandikar had quit as Speaker.
However Pandikar confirmed on Tuesday that he had decided to stay on as Speaker after initially tendering his resignation because Prime Minister Najib Razak had promised to attend to his grouses on transforming Parliament.
Included in Pandikar’s Parliamentary reforms was the removal of Shahidan’s current portfolio, a proposal that was well received by parliamentarians from both sides of the political divide.
Other reform proposals included the reintroduction of the Parliamentary Service Act, which would make parliament the rightful branch of the government with its own funding instead of operating as a separate agency of the executive branch.
