KL City may someday be free of kap chai

The ban on small motorcycles and the move to deter motorists from driving into the city may be enforced once public transportation is available at a reasonable price.
Tengku-AdenanKUALA LUMPUR: Plans to ban kap chai (small motorcycles) from entering Kuala Lumpur may very well come into force once reasonably priced public transportation is available for the people.
Federal Territories Minister Tengku Adnan Tengku Mansor was quoted by The Star as saying his ministry was also considering the move to deter motorists from driving into the city as Kuala Lumpur was very congested, especially during the day.
“During the day, the population (in the city) increases to between five and seven million because workers commute to work.
“Many cities do not allow kap chai to come in. But studies have shown that a lot of people still need them because they are poor and can’t afford (other modes of transport) as their salaries are small,” the English daily quoted him as saying.
“Once cheaper public transport is available, we will be looking at the possibility of not allowing kap chai motorcycles into the city,” he said, noting as well how these small vehicles were often used by snatch thieves to rob unsuspecting pedestrians in the city.
He was speaking at the launch of the Kibar Bendera Wilayah Persekutuan campaign held yesterday.
When asked to comment on the current ban on plastic bags and polystyrene containers, Tengku Adnan said his ministry was discussing the possibility of assuming the role of supplier of biodegradable products to traders.
“Because of the cost of the biodegradable products that we are asking people to use, we are planning to buy (biodegradable products) in bulk and sell to traders because we don’t want our policy to burden consumers,” The Star quoted Tengku Adnan as saying.-FMT
